The Cooperation for Development – Support to Decentralisation and Sustainable Local Development in Georgia (C4D) project was implemented by SALAR International with funding from the Swedish International Development Cooperation Agency (Sida). The project aimed to support Georgia’s decentralisation process, with a technical focus on sustainable urban development, and to promote democratic, effective and accountable local self-governments and sustainable local development. 

In the thematic area of sustainable urban development, the project drew on the experiences of 290 Swedish municipalities, captured in the SymbioCity methodology, and on SALAR International’s international experience in urban planning and local governance in developing and transition countries. 

While changing conditions in the operating environment meant that the project could not continue as originally planned, C4D has produced valuable knowledge and practical tools that will remain available for future use in Georgia and beyond. The knowledge products and analytical work developed through C4D will continue to serve as resources for practitioners, academic institutions and organisations working to advance inclusive and sustainable local development.
